Packaging goes to USA

With the usual pragmatism that characterizes the events of “Packaging Education” of the Istituto Italiano Imballaggio, a workshop scheduled from 13.45 pm on 4 October (via Cosimo del Fante, Milano)  aims to provide the answers and a series of practical/operative tools to solve the problems underlying FSVP (Final Rule on Foreign Supplier Verification Programs for Importers of Food for Humans and Animals).
The rapporteur Giusy Chiricosta will hence clarify what  packaging producers should do as regards the entry into force of the new  FSVP regulations *.

- The FDA has recently issued   the new 7 rules for export to the USA, through the Food Safety Modernization Act (FSMA), which revolutionize food safety in the US.
Among the rules: “Foreign Suppliers Verification Programs (FSVP)” by US importers, who must ensure that foodstuffs imported to the United States comply with the Hazard Analysis and Risk-Based Preventive Controls (HARPC).
- Materials in contact with foodstuffs (indirect food additives) were surprisingly included within the scope of the FSVP Regulations. Unlike HACCP, HARPC includes planning of potential terrorist acts and/or intentional adulteration and food fraud. Hence the need to include additional safety measures.
- Not all the FSMA provisions apply to food packaging in the same way: Some imply that food packaging manufacturers are liable to the FDA, others make food packaging manufacturers accountable to their customers, again others constitute exceptions to the rule.

* The FSVP Program was published in November 2015; the  deadline for complying with the same conforming  FDA requirements has been set 18 months from the programme’s publication,  hence by May 2017.
